Our Party’s Principle of Regional Construction
Our Party’s intention in transforming the regions in a material and cultural way is to shore up, first and foremost, the cities and counties which are located in out-of-the-way mountains and where the locals’ living standards are among the lowest.

Herein lies his noble intention to give the foremost support to the people residing in the backward regions.
Our Party has always reached closer to the people who suffered from difficulties and hardships.
When we thoroughly apply such principle of our Party to the regional construction, the new regional development policy can ensure the eternal prosperity of the regions and it can prove the vitality and validity of the policy which fundamentally and permanently removes the urban-rural gaps and is liked by the people heartily.
Thus, our Party made a revolutionary decision to face-lift the regions and is bringing about the radical changes in the backward regions first.
Every region might have different geographic conditions, source of raw materials, economic potentialities and living standard, but there mustn’t be backward regions in terms of people’s living standard in the territory of the Republic--this is our Party’s absolute principle.
Now, our Party thoroughly applies the principle of giving precedence to regional construction in those regions with poor economic foundations suffering from difficulties in living, so as to strengthen the independence of cities and counties and promote their many-sided development.
For instance, in the first year of carrying out the regional development policy in the new era, modern regional-industry factories were built in different cities and counties in difficult situations ranging from Kim Hyong Jik County and Usi County, which failed to get substantial benefit though they have many mountains, to Kyongsong County, the northern tip of the country, Onchon County in the west sea coastal area and Jangphung County in the southern border area of the country.
Modern regional-industry factories and cultural and public health facilities should be built in the country’s most backward and infertile regions before any others; if these regions are short of raw materials and have unfavourable conditions for business operation, the state should increase its assistance to them.
Herein lies another vitality and validity of our Party’s principle of regional construction.
Under the wise leadership of our Party, all regions will include not only light industry foundations but sustainable development environment relying on modern culture and technology, and will provide our people with new life and new civilization.
