Looking back upon the sacred 80-year-long history of our Party, we warmly recollect the immortal exploits of President
The 5th Plenary Meeting of the Party Central Committee was the third of its kind held in the war days.
Late in 1952, the situation in and around the country was so strained.
At that time, the U.S. imperialist aggressors ran amuck to recover the repeated defeats in the war by perpetrating a risky "new offensive" with a large number of armed forces.
In this time of such difficulties, the factionalists who had sneaked into our Party and government hatched a plot against our Party and the state and went ever more desperate in their wicked moves to seize the ruling position of the Party and government.
Seeing through such conditions within the Party and the requirements of the pressing situation, the President decided to convene a plenary meeting of the Party Central Committee in order to put an end to factionalism and intensify the Party, and frustrate the enemies’ new military offensive and achieve the final victory of war.
So, under the direct guidance of the President, the 5th Plenary Meeting of the Party Central Committee was held from December 15 to 18, 1952, at the Pyongyang Moranbong Underground Theater.
The President made a historic report "The Organizational and Ideological Consolidation of the Party Is the Basis for Our Victory" at the opening session.
After making an overall analysis and review of domestic and foreign affairs and the successes made and shortcomings revealed after the 4th Plenary Meeting of the Party Central Committee, the President set forth important tasks for further intensifying the Party organizationally and ideologically.
That day, he indicated the principled issues for strengthening the Party one by one and concluded the report by making a passionate appeal to all the participants for doing their best to further consolidate our Party organizationally and ideologically for the final victory in the Fatherland Liberation War and for the freedom and bright future of the Korean people, stressing that the victory or failure of the Korean people’s liberation war deciding the destiny of the country hinged upon the united strength and leading role of our Party.

The participants expressed their unanimous feelings, noting that the Party’s unity and cohesion with the President as the center could never be destroyed nor broken however pernicious moves the anti-Party, counter-revolutionary factionalists might make.
They hardened their will to frustrate the moves of the factionalists and bring earlier the war victory, by rallying ever more firmly behind the President.
In the historic conclusion made on December 18, the last day of the plenary meeting, the President stated that we didn’t, couldn’t or wouldn’t surrender to any desperate atrocities of the enemies and solemnly declared that the main task facing our Party at present was to intensify the Party, power organs and the people’s army.
The 5th Plenary Meeting of the Party Central Committee was a historic meeting which dealt a severe blow to the anti-Party, counter-revolutionary factionalists who opposed our Party and actively contributed to consolidating the Party organizationally and ideologically and hastening the final victory of war.
The 5th Plenary Meeting of the Party Central Committee held under the guidance of the President teaches us a profound truth that we can surely win victory in the revolutionary struggle when we intensify the Party, headquarters of revolution, organizationally and ideologically and enhance the militant function and leading role to the full however harsh the revolution may be and whatever trials we may encounter.
