Giving important instructions on operation and management of regional-industry factories and the orientation of their long-term development, he inquired about the construction targets of the next year.
After being informed of it in detail, the respected General Secretary was lost in thought for a short while and then said that it is his intention to shore up, first and foremost, the cities and counties which are located in out-of-the-way mountains and where the locals’ living standards are among the lowest, instructing the officials to change construction sites of the next year to backward regions.
Officials felt deep remorse for failing to measure up to the ardent love shown by the respected General Secretary who intends to render assistance and benefits, first and foremost, to the locals in the most difficult areas of the country with parental love.
They recalled one day a few months before when the General Secretary inspected the regional-industry factories under construction in Hamju County. That day the respected General Secretary corrected wrong thinking of some officials, earnestly saying that it is the requirements of the Party’s policy to build regional-industry factories first in most backward cities and counties.

Indeed, the exciting reality in which inauguration ceremonies were held one after another in remote mountainous villages in the second year in implementing our Party’s regional development policy was brought about by the steadfast creed and passionate love of the respected General Secretary.

That day, going round the construction site, what he paid deep attention to was the issue of making buildings preserve their characters.
The General Secretary said that buildings should be different in their styles just as people’s looks differ from one another and industrial buildings should be designed in a diverse way to preserve the characters in keeping with their functions.
Then he taught in detail that in the design of industrial buildings, necessary elements should be well organized in accordance with function of a building, saying that in order to build industrial facilities as suited to their functions, the floor plan should be rationalized and the elevation should be well formed to ensure aesthetic beauty.
Looking up to the General Secretary who taught what way of thinking and creative mettle officials should possess in the design of regional-industry factories, they were deeply moved.
His instructions that day were, indeed, a manifestation of his ardent love for the people to provide them with the best and fresher things, and, at the same time, a precious guideline that enlightened designers.
Picturing fresh and original entities of regional development which will cover the whole country before long, all the officials keenly realized that the new era of regional development ushered in by the respected General Secretary is the exciting era of great transformation that brings about a radical change in not only the appearance of regions but also the creative and aesthetic view of our officials and designers.
