Then and there a senior official of the Party Central Committee who made a report on the major agenda item stressed that the Regional Development ２０×１０ Policy, which will open up an epochal turning phase in the course of struggle for the country’s prosperity and people’s wellbeing, is the most revolutionary strategic programme for developing regional industry as the General Secretary formulated its policy orientation with painstaking efforts for bettering the life of local people and solemnly declared it as a state policy on the basis of determination in an all-round way, ranging from the stage of experience gathering and possibilities of its accomplishment.

From his words, we can keenly realize the great pains the respected Comrade General Secretary took for the formulation of the Regional Development ２０×１０ Policy.

The respected Comrade General Secretary taught that it is easy to reflect ideals and ideas in writing but they don’t come true at all with supernatural power or the lapse of time, and that they can be realized only when we have correct fighting policy and proper methodology, make a revolutionary decision and put it into bold practice.

He already underlined the need to arrange rural cities and farm villages as suited to the features of regions in the early days of his revolutionary leadership and ensured that precious experience was gained through the construction of Samjiyon City and regional-industry factories in Kimhwa County.

He continued his contemplation even after launching gigantic projects for regional people including the construction of Jungphyong and Ryonpho greenhouse farms and the full-scale promotion of rural housing construction.

That’s why the reporter at the １９th Enlarged Meeting of the Political Bureau of the Eighth Party Central Committee confidently affirmed that the perfect execution and successful conclusion in the yearly efforts for implementing the Regional Development ２０×１０ Policy will record a revolutionary turn in the proud annals of the history of the DPRK as a motive force for more rapidly and more vigorously accelerating the drive for bringing about the prosperity of the country and promoting the people’s well-being.
