In recent years the Party set forth a policy on building light-industry factories in regions to develop cities and counties, regional bases, in a substantial, material and planned way and has pushed ahead with its implementation in every way, but this is not enough to provide the regional people across the country with a material and cultural life that would improve in a sustained way.
The Party’s policy for regional development in the new era should not be confined to the construction of light-industry factories but should be a comprehensive policy dealing with public health, science and education. Only then can it make a genuine contribution to the improvement of regional people’s material and cultural life and radically improve the efficiency of regional development. ..

Our Party’s cherished desire to provide the people with the highest civilization and well-being got ever intense day by day and along with that cherished desire people’s assets not to be found in the world could be erected on this land.

The respected Comrade General Secretary proposed building sci-tech dissemination bases in cities and counties across the country. He taught the officials that the sci-tech dissemination bases should be built into comprehensive bases for cultural life and that the bases to be built in cities and counties should not only be equipped with modern IT means for sci-tech learning but also serve multifunctional and complex cultural purposes, so that local residents can see films or play sports and amusement games there.
Then he gave detailed orientation and ways for the construction and personally named the comprehensive service facilities to be built in cities and counties.
At the construction site of the Kangdong County Hospital, the respected Comrade General Secretary expressed his determination and will to build all city and county hospitals into symbols of socialist public health in our era, which fully embody the Party’s plan for modernizing public health and its Juche-oriented idea on architectural beauty.
When he gave field guidance at the regional-industry factories under construction two years ago, he gave an instruction to commonly call various facilities for processing and storing grains grain management stations and put his heart and soul into making the three essential projects conducive to the people’s convenience and well-being.

The marvelous appearance of the Sinpho City Offshore Farm, a new model base of advanced offshore farming, is unthinkable apart from the love of the respected Comrade General Secretary who gave precious instructions concerning the construction, took every measure and sent essential production means, equipment and implements, including various fish farming materials, plastic boats and aquaculture mother ships to the offshore farm.
Ragwonpho, which has turned into an ideal cultural fishing village greeting a paradise of happiness in more than １９０ days after starting the project, is a proud epitome clearly indicating the future of our state which will prosper forever.
Never has there been such a stirring age, the great heyday of construction as the past five years, in which we brought about proud entities while pioneering in succession new realms of struggle and the theatres of gigantic creation for the happiness of the people in the harsh circumstances.
Our people could be the enjoyers of the high civilization and welfare as they held the respected Comrade General Secretary in high esteem.
