Most Important of State Affairs Put Forward by Ardent Desire of Respected Comrade General Secretary
The Eighth Congress of the Workers’ Party of Korea set it as the general goal of public health to make everyone healthy and free of illness by letting them actually enjoy benefits of the socialist public health system and put forward an important task to effect a turn to develop the socialist public health into the most advantageous and advanced people’s public health in the period of the five-year plan.

This was the great decision which could be made only by our Party valuing the people’s health and safety the most.
Our Party put the upbuilding of public health capabilities forth as the most important of all the state affairs, an issue of as much importance as the building of national defence capabilities.
The Pyongyang General Hospital, built under the energetic guidance of the respected Comrade General Secretary
The respected Comrade General Secretary, who put it forward as the work for realizing the Party’s cherished desire to build the Pyongyang General Hospital, earnestly taught at the Eighth Party Congress to put the public health on a normal track as soon as possible at any cost to fully display the advantages of the socialist public health system in our country and to complete the general hospital as the pivotal and central medical service base in the public health sector and present it to the people as a gift.
When visiting the completed hospital in February ２０２５, he looked round various places of the hospital including the emergency department, specialized treatment departments, general operating room, conference hall and helipad and led to complete the hospital in a perfect way.
In September ２０２５, when he visited the hospital before opening, he looked round every nook and corner of the hospital, saying there should be no tiny defect as the hospital was built for the purpose of letting our people enjoy the benefits of modern medical service.
What he prioritized along with the construction of the hospital was to equip it with wonderful medical facilities and able medical forces and establish a system for supplying medicines.
While looking round the completed hospital in February ２０２５, he noted that he regarded the medical facilities, equipment, medical officials and provision of medicines as four elements for estimating the public health capabilities, and gave detailed instructions as to the issues related to the medical facilities, equipment, medical officials and provision of medicines.
In September that year, he visited the hospital before inauguration again and requested to prepare all the medical workers and nurses to possess warm humanity as well as professional qualities and put all their energies into treatment, teaching that what is important in treatment is high abilities and sincerity of doctors.
The respected Comrade General Secretary also regarded the construction of regional hospitals as the work for realizing our Party’s great desire.
At the consultative meeting for regional development project held in ２０２４, he said it is his first and foremost cherished desire to have city and county hospitals built, which will greatly contribute to improving the regional public health situation, which is relatively inferior, and protecting the lives and security of the regional people and promoting their health.
It would be a good idea to add the construction of modern public health facilities to the Regional Development ２０×１０ Policy and complete their construction in the set year without fail for the people in different regions however difficult and challenging it may be, and this will be regarded as the first task entrusted to the Party and the government by the Korean revolution and the times, he continued.
Thanks to the devoted efforts of the respected Comrade General Secretary, who personally dug the first spadeful of earth for groundbreaking and repeatedly visited the construction site of regional hospitals to build them into advanced medical facilities, the Kangdong County Hospital, the Kusong City Hospital and the Ryonggang County Hospital presented their grandiose figures to clearly showcase the dynamic development and bright prospect of our public health.
At the historic Eighth Party Congress, the respected Comrade General Secretary defined it as the top priority task facing the public health sector to consolidate its material and technical foundations, thus securing a political guarantee for decisively bolstering up the country’s pharmaceutical industry through the five-year struggle.
He clarified the urgency and importance of revitalizing the country’s pharmaceutical industry at an early date and fighting tasks for its implementation on several occasions.
Under his wise leadership, a bold project was launched to remodel major pharmaceutical factories and increase their productivity, and consequently a solid foundation was provided for mass-producing highly-efficacious medicines.
At the historic Eighth Party Congress, he set forth a fighting task to solve sci-tech problems arising in increasing the proportion of home production of medical equipment, appliances and medical supplies and ensuring their quality.
For the past five years, he paid special attention to consolidating production bases of medical appliances and supplies and gave attentive guidance to it.
He visited the Myohyangsan Medical Appliances Factory time and again to let it vigorously advance in the van of the times as befits the model of medical appliances industry.
Thanks to his tireless thinking and efforts, factories producing different medical appliances and supplies were newly built or remodeled to solidify the country’s public health foundation a level further.
Indeed, the public health revolution is the sacred revolution which was launched and whose successful results are born every year by the Party’s cherished desire, and the great revolution which is being carried out in a perfect way by the far-reaching ideal and practice of our Party.
