Xiaohaerbaling Conference Which Marked Fresh Turning Point in Korean Revolution

In the 1940s, the Japanese imperialists intensified large-scale punitive operations and their oppression and plunder of the Korean people than ever before.
Under such situation, the President put forward the strategic policy of preserving and increasing our revolutionary force through actions on our own initiative while avoiding losses from inadvertent combat and making full preparations to greet the momentous occasion of national liberation.
The President made a historic report "On preparing for the great event of national liberation" at the meeting.
In the report, the President summed up the successes and experiences in the ten years of the anti-Japanese armed struggle and made a scientific analysis of the prevailing revolutionary situation at home and abroad and its prospect for development.
On this basis, the President set forth the strategic tasks arising in taking the initiative to greet the momentous occasion of national liberation.
The President instructed that we should preserve and accumulate the force of the KPRA, the backbone of the Korean revolution, and train its members to be able political and military cadres in preparation for greeting the great event of national liberation on our own initiative. To this end, we should also get our people prepared politically and ideologically, he added.
The President, in order to ensure the success of the strategic task, put forward a new fighting policy on switching over from large-unit operations to small-unit actions.
He underscored the need to conduct intensive political work among the masses, develop elusive small-unit military actions in the wide areas of Korea and Manchuria, improve the military and political qualifications of every soldier and officer, and strengthen solidarity with all revolutionary forces throughout the world, in order to carry out the new strategic task.
Recalling the meeting, the President said that if we had continued with large-unit operations in pursuit of only immediate successes, unable to see the trend of developments at the opportune moments, it would have been impossible to preserve our force and we would have been wiped out, to be remembered by history as mere martyrs.
Indeed, the Xiaohaerbaling conference was a historic meeting that marked an epochal turning point in developing the anti-Japanese revolutionary armed struggle onto a new strategic stage for the final victory and making full preparations for the final decisive battle against the Japanese imperialists and successfully building a new society in the liberated country.
